Estimate, not a government split: the 2026 line is divided by each job title's share of 2025 actual scheduled wage adjustment pay (payroll costing, all funds of the department). 2025 actual total used: $28,270,749; the 2026 line is 9.28x that. Fire titles are left out because the Technical Amendments moved the Fire contract money into the Fire Department's own line. The 2026 line is far bigger than last year's matching pay, so treat these shares as rough. The Budget Overview p.34 and p.39 say the line covers contractual, prevailing rate and other wage increases for union and non-union workers as the last contracts are settled.
This is money set aside for raises and back pay in union contracts. Who gets how much is worked out when the contracts are settled, so the budget only shows one total.
