Run by Westrec SMI OpCo LLC under contract P-14010. Listed in the printed budget under Revenue (9310), Corporate Fund. The budget book says harbor gross revenue is forecast at $31.5 million and gross expenses at $16.6 million, so this line is the expense side of the harbor system. In addition, $10.6 million of 2026 debt service on bonds backed by harbor revenue is paid from harbor income (it sits in the loan boxes, not here). The operator is Westrec (2014 Board approval for 'management and operation of the Chicago Park District harbor system', specification P-14010). No fee schedule or operating budget is published, and Legistar has only the minority-business form for that approval.
One company runs all the boat harbors, and the District does not publish what it pays for each harbor.
